TOPS Lien Processing and TOPS Mail
The TOPS Lien Processing System allows our customers to initiate, manage, and acquire liens on stored vehicles quickly and easily. The TOPS Lien Processing Module is extremely flexible and is designed to work with all state and municipality’s particular lien requirements.
Processing a lien on a vehicle often requires several things to happen. These things usually happen at a particular time, or after a certain number of days have elapsed, or because some other event happened. These represent milestones in the overall lien process. The TOPS Lien Processing System is made up of these milestones, which in TOPS are called Lien Steps. These lien steps can be scheduled to begin after a certain number of days have elapsed, either after the vehicle was brought into inventory (impounded) or after the previous step was completed.
These Milestones, or Lien Steps, often require something to happen or for something to be processed. These processes are known in the TOPS Lien Processing Module as Lien Tasks. These lien tasks can be nearly anything. Things like requesting ownership information from the state DMV, sending a letter to an owner, a 30-day waiting period, or setting the planned auction date are all examples of lien tasks.
TOPS Mail
TOPS Mail is an add-on service that provides two distinct features:
- Electronic Retrieval of Vehicle Registration Records
- Sending letters electronically, directly from the TOPS System.
These services are independent of each other and can be used individually or together, depending on your needs.
- Vehicle Registration Records - Users are able to pull and enter vehicle registration’s from other sources (such as DMV websites) however, TOPS supports an integration with the Traxero TowLien service allowing the system to electronically pull vehicle registration records (vehicle owners and lienholders) for all states connected to the TowLien Service. The TowLien service offers an efficient tools set allowing for quick / error free population of vehicle registration records. There is an additional charge for pulling these records through the TowLien portal. Pricing for this service is listed on the TowLien website.
- Certified Mail – The TOPS Lien process allows for creating letters (Lien Step/Task as described above) that can be printed from TOPS and manually mailed by the towing company. As an alternative, TOPS can create these letters in a full electronic format allow for direct mailing of letters (including Certified and Certified with Return Receipt) direct from the TOPS system without having to print, stuff, and visit the post office. In addition to the efficiency of mailing direct from the TOPS system, TOPS also stores the Certified mail tracking numbers, copies of the Lien Letters mailed, USPS proof of acceptance, USPS proof of deliveries all available on a per call basis. The pricing for this electronic mailing option is based on quantities mailed and whether the letter is First Class, Certified or Certified with Return Receipt.
